Prepare a mini muffin pan with cooking spray and preheat the oven to 350 degrees.
Beat butter with a mixer until creamy; add sugars and beat for about 1 to 2 minutes.
Mix in the peanut butter and egg until combined.
In a small mixing bowl, whisk together the flour, baking powder, baking soda, and salt.
Stir the dry ingredients into the peanut butter mixture.
Place in the fridge for 1-2 hours and allow to chill. Preheat the oven to 375 degrees.
Make the dough into about 1-inch balls and place them in the mini muffin pan. Lightly smash them down to fit into the muffin pan.
Place in the oven and allow to bake for about 7 minutes.
Remove from the oven, and while the cookies are still not pushed, push a Rolo candy into each of the cookies and allow them to cool in the pan.
